zodiac11 Mar 2005 Yesterday my Iraqi barber explained it to me this way: During Saddam's time, all cigarette lighters in Iraq cost 10 cents. If a merchant tried to sell a lighter for 11 cents, Saddam's police would come and kill him. That's protection. True story.
